Artículo segundo. El pago del aporte de que trata este Decreto, en el artículo anterior, su manejo e inversión y la rendición de las cuentas a la Contraloría General de la República, se efectuarán con arreglo a las normas administrativas y fiscales vigentes para esta clase de erogación.
