Adiciónese el parágrafo del artículo 183 de la Constitución Política, con el siguiente inciso que será el primero:

La causal 1 en lo referido al régimen de conflicto de intereses no tendrá aplicación cuando los Congresistas participen en el debate y votación de proyectos de actos legislativos.
