° Las funciones atribuidas a los Capitanes de puerto por el Código de comercio, por este decreto i por las demas disposiciones vijentes, serán ejercidas en los puertos fluviales en donde no haya tales empleados, por los respectivos Administradores de Hacienda nacional, i en su defecto por la primera autoridad política local.
