Al reglamentar, interpretar y aplicar las disposiciones que conforman el régimen aplicable a las actividades económicas en las zonas señaladas en el artículo 1°; se tendrá en cuenta que su finalidad única es atraer y generar nuevas inversiones para fortalecer el proceso de exportación nacional mediante la creación de condiciones especiales que favorezcan la concurrencia del capital privado y que estimulen y faciliten la exportación de bienes y servicios producidos en el territorio colombiano.
