Crear el Registro Nacional de Obras Civiles Inconclusas en el territorio colombiano y ordenar que en él se incorpore la identificación de aquellas financiadas total o parcialmente con recursos públicos, y que requieren de un tratamiento de evaluación e inversión técnica, física o financiera, con el fin de definir su terminación, demolición o las acciones requeridas para concretar su destinación definitiva.
