Facúltase al Gobierno Nacional para que en desarrollo del artículo 328 de la Constitución Nacional, reglamente los distritos turísticos, históricos, cultural e industrial de Cartagena, Barranquilla y Santa Marta, en el término improrrogable de seis (6) meses.

Desígnese una comisión accidental de la Cámara de Representantes a esta reglamentación.
