º. La multa señalada en el numeral 18 del artículo 68 del Código Político y Municipal (Ley 4º de 1913), será hasta de diez mil pesos ($ 10.000.00), y el arresto hasta de seis (6) meses. En este caso, además, no será forzosa la aplicación simultánea de ambas sanciones, como lo dispone dicho numeral, sino facultativa del Presidente de la República.
