º . El Director de Impuestos y Aduanas Nacionales de Colombia podrá, mediante resolución motivada, ordenar la entrega a su legítimo propietario, de los vehículos que hayan sido objeto de los delitos de hurto, robo o secuestro cometido en la República de Venezuela y cuyo abandono o decomiso a favor de la Nación hubiere sido declarado u ordenado mediante acto administrativo en firme, proferido por la autoridad aduanera competente, siempre y cuando no se haya transferido el derecho de dominio por parte del Estado Colombiano.
