Art. 9.° Prohíbese á los telegrafistas la transmisión de telegramas sobre asuntos particulares, que estén escritos en papel timbrado de las Oficinas públicas, y caso de infracción, le serán liquidados al telegrafista con un porte cuádruplo del que tengan los telegramas. Igualmente queda prohibido a los telegrafistas el recibir telegramas, para su transmisión, con fechas atrasadas, o con el carácter de condicionales.
