Si sancionada una ordenanza se abstuviere de promulgarla la Gobernación, podrá hacer esto el Presidente de la Asamblea por medio de folletos o de hojas sueltas repartidas a los funcionarios a quienes corresponda cumplirlas o hacerlas cumplir.
