Se faculta al Municipio de Barrancabermeja para que sobre la suma destinada por la presente Ley, pueda contratar la construcción del acueducto y alcantarillado, con una compañía nacional o extranjera, y para que pueda adquirir un empréstito o descontar las sumas anuales que le corresponden por virtud de la presente Ley.
