Todo el que conduzca tabaco de un punto a otro, deberá ir provisto de la guía correspondiente, expedida por el Recaudador respectivo, en la cual se expresarán la cantidad en kilos de tabaco transportado, el nombre del conductor y del destinatario, la clase de artículo (zurullo, cigarros, cigarrillos), marcas de los bultos y la constancia de haber sido cubiertos o nó los derechos respectivos, expresando en el primer caso la guía de donde deriva el tabaco de trasporte.
