en virtud de que la partida que se destina como aporte de la nación, según el artículo anterior, no alcanzara a ser incluida en el presupuesto de 1960, se autoriza al gobierno nacional para hacer las correspondientes traslaciones del presupuesto a efecto de darle el destino de que trata el artículo anterior, o contratara los prestamos respectivos, con el mismo fin.
