Art. 16. En el Presupuesto de Gastos no podrá incluirse ni liquidarse partida alguna que no corresponda á un gasto decretado por ley anterior, ó á un crédito judicialmente reconocido, ni aumentarse las partidas fijadas por ley para cualquier obra servicio público.
