Modificase en los siguientes términos el artículo 180 del Decreto 444 de 1967: " Artículo 180 . El Gobierno Nacional podrá establecer en favor de los exportadores de manufacturas colombianas un sistema de devolución parcial (drawback) de los derechos de aduana pagados por ellos sobre maquinarias, equipos u otros insumos extranjeros empleados en la elaboración de artículos exportables".
