Los gastos e inversiones que demande el cumplimiento de esta Ley, serán incluidos en el Presupuesto de la próxima vigencia y en las subsiguientes, quedando el Gobierno facultado para abrir los créditos adicionales, hacer traslados y apropiaciones indispensables.
