Art. 3. Siempre que una salina sea puesta en administración, la explotación de ella i la elaboración de la primera materia correrá a cargo de un empleado distinto de los que reciban i vendan la sal; o a cargo de particulares con quienes se hayan contratado dichas operaciones.
