Artículo segundo. Los Cónsules colombianos acreditados ante el Extranjero, o los funcionarios que hagan sus veces, se abstendrán de percibir derechos consulares y de timbre, sobre los pedidos de materiales de que trata la citada Ley 128 de 1936 cuando se les presente la Resolución del Ministerio de Hacienda y Crédito Público que concede la exención.
