Nombrase una Junta especial compuesta por el Personero, el Alcalde, el Presidente del Concejo y el Tesorero de aquel Municipio, a efecto de ejercitar el correspondiente control en la inversión de los dineros destinados a la obra de que se trata, cuya dirección técnica estará a cargo de los ingenieros nacionales del Ferrocarril del Pacifico.
