Los programas, procedimientos y actividades, en favor de la primera infancia, establecidos en la presente ley, serán financiados con los recursos contemplados en el parágrafo transitorio 2°, del artículo 4° de Acto Legislativo 04 de 2007 y con los recursos que para estos mismos efectos destinen las entidades territoriales.
