Los Jefes de Sección, Subjefes, Tenedores de libros, Oficiales y Escribientes que dieron noticia de los asuntos que se despachan en el Ministerio, sin orden expresa del Ministro de Guerra, son responsables con arreglo á la Ley; y si se ocuparen directa o indirectamente en especulaciones de ajustamientos militares ú otros papeles de crédito, contratos con el Ministerio etc., serán destituidos y puestos a disposición del Juez competente para su juzgamiento y para hacer efectiva la responsabilidad legal.
