Artículo primero. El requisito de la licitación pública previsto en el Decreto 2127 de 1956 para la contratación de plantas telefónicas por los Departamentos, Intendencias Comisarías y Municipios, es igualmente exigible cuando las concesiones se otorgaren a clubes sociales o entidades similares que no persiguen interés de bueno.
