El Gobierno contratará en el Extranjero dos ingenieros hidráulicos que vengan al país a hacer el estudio científico de la obra de canalización, levante los planos para ella y forme el respectivo presupuesto de gastos, todo lo cual presentarán con informe al respectivo Ministerío.

Parágrafo

Los presupuestos los formará la Comisión, por secciones, así de Barranquilla a Bodega Central; de ese lugar a la boca del río Sogamoso; de aquí a Puerto Berrío; de Puerto Berrío a La Dorada, y de la La Dorada a Neiva.
