Los Prefectos en cada Provincia o el Gobernador en los Departamentos, donde no las haya, prohibirán la venta de licores alcohólicos y de bebidas fermentadas embriagantes, por mayor tiempo del señalado en el artículo 304 de la Ley 85 de 1916 , cuando a su juicio sea esto necesario para que las elecciones se verifiquen dentro del mayor orden.

En los Departamentos donde existan contratos sobre licores no regirá esta disposición sino una vez terminado el plazo de ellos.
