° El artículo 5° del Decreto 3046 de diciembre 29 de 1989, quedará así: “Los organismos y entidades reportarán a la Tesorería General de la República dentro de los siete (7) días siguientes al último de cada mes, el movimiento mensual de las cuentas corrientes registradas en la Cuenta Unica Nacional. Las Direcciones General del Presupuesto y de Tesorería se abstendrán de tramitar modificaciones a los presupuestos, tramitar acuerdos de gastos o efectuar giro de recursos a los organismos y entidades que incumplan con lo dispuesto en este artículo”.
