MONOPOLIO DE LICORES. La producción, introducción y venta de licores destilados constituye monopolio de las Intendencias y Comisarías como arbitrio rentístico en los términos del artículo 31 de la Constitución Política de Colombia; en consecuencia, los Consejos Intendenciales y Comisariales regularán el monopolio o gravarán esas industrias y actividades, si el monopolio no conviene y expedirán los actos que correspondan. El Intendente o Comisario celebrará los contratos a que hubiere lugar.
