º Créase la línea de crédito denominada Fondo Financiero de Desarrollo Deportivo y Recreativo (Fondeportes), en el Banco Central Hipotecario, la cual será manejada conjuntamente por el mismo y el Instituto Colombiano de la Juventud y el Deporte (coldeportes) y se destinará a la financiación del deporte, la educación física y la recreación, para construir, dotar, ampliar, mejorar o mantener instalaciones para la práctica del deporte.
