Las cantidades a que se refieren los artículos de esta ley se apropiaran en el presupuesto de la próxima vigencia, y si dejaren de incluirse, queda autorizado el Gobierno para celebrar operaciones de crédito o para arbitrar los fondo en otra forma que conduzca al estricto cumplimiento de esta ley.
