El Ministro de Hacienda y Crédito Público queda facultado para celebrar con el Banco los convenios a que haya lugar para el desarrollo de este empréstito, en lo referente a la forma de su emisión, utilización, manera de amortizarlo y demás formalidades, los cuales, para su validez, solo requerirán la aprobación de Excelentísimo señor Presidente de la Republica.
