Las disposiciones de dichas Leyes, que entrañan una cuestión no debatida de salubridad pública como los artículos 6o. modificado por el 3° de la Ley 34 de 1925 ; 7, 11 y 16 de la Ley 88 de 1923 y las establecidas en los artículos 15, 18 y 20 de la Ley 88 de 1928 , quedan con fuerza obligatoria; de su cumplimiento serán responsables las autoridades nacionales, departamentales y municipales y su vigilancia queda adscrita a la Dirección Nacional de Higiene y Asistencia Pública y sus dependencias sanitarias en los Departamentos.
