Art 13° La Junta legajara en un solo cuerpo todas las propuestas que se le hubieren presentado, y las remitirá al Ministro de Hacienda para su conocimiento y examen, expresando la que hubiere sido proferida y las razones de esa preferencia, a fin de que si apareciere que la Junta ha escogido una propuesta que es notoriamente menos ventajosa que otra de las presentadas oportunamente, se exija la responsabilidad pecuniaria a los miembros de la Junta, por el perjuicio que de esa indebida elección resultare al Tesoro nacional.
