Las partidas destinadas al Instituto Colombiano de Bienestar Familiar, la Caja Nacional de Previsión, el servicio Nacional de Aprendizaje, la Escuela Superior de Administración Pública y el Fondo Nacional de Ahorro, no podrán contraer editarse, a menos que hubiere disminuido el valor de los factores que determinan su base de cálculo, para lo cual deberá adjuntarse la certificación correspondiente, debidamente refrendada por el Auditor Fiscal ante la respectiva entidad.
