Art. 8.° Respecto al vapor denominado "El Rayo," cuya propiedad no está claramente definida, dese cuenta al Congreso con todos los documentos que a él se refieren, para que se sirva resolver lo que convenga. Entre tanto, dicho buque se mantendrá bajo la inspeccion del Presente o jefe superior del Estado en cuyo puerto se encuentre.
