La Nación se reserva el derecho de explotar los yacimientos que se hallen bajo las aguas del mar territorial, de los lagos y de los ríos navegables. En tal virtud para que pueda verificarse la explotación de estos yacimientos, será preciso que se aprueben por el Congreso los contratos que la autoricen.
