°. Las funciones de la Policía sólo serán ejercidas por el Estado en todo el territorio de la República. En consecuencia, ninguna organización privada podrá asumir funciones propias del policía, tales como vigilancia, investigación de los delitos, persecución de los delincuentes, pesquisas, rondas, etc.
