Las partidas destinadas en la presente Ley para acueductos, alcantarillado y fomento eléctrico, constituyen aportes de los respectivos Municipios y no excluyen ni sustituyen aquellas con las cuales deben contribuir para la realización de las obras respectivas los Institutos Nacionales de Fomento Municipal y de Aprovechamiento de Aguas y Fomento Eléctrico, y los Departamentos.
