La Ley 104 de 1993 tendrá un artículo con el número 75-C del siguiente tenor:

"Las disposiciones de este Título, incluyendo lo previsto en el parágrafo del artículo 66, en el artículo 71, y en el parágrafo del artículo 74, se aplicarán, en lo pertinente, al programa de que tratan los dos artículos anteriores.

"En el Presupuesto General de la Nación se asignará anualmente un rubro destinado a cubrir los gastos que demande el funcionamiento del programa de que tratan los artículos 75 y 75-A".
