El Gobierno podrá contratar la construcción de la vía del Sarare, entre el Norte de Santander y la Comisaria de Arauca, con una entidad particular u oficial, debidamente organizada y siempre que ella compruebe que dispone de capital suficiente para la ejecución de la vía.
