ARTICULO 19 . El presente Decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el Decreto 182 de 1987, deroga el Decreto 14 de 1993 y las demás normas que le sean contrarias, y surte efectos fiscales a partir del 1º de enero de 1994.
