En las negociaciones a que se refieren los dos artículos anteriores, puede él Gobierno invertir una suma que no esceda de ochenta mil pesos, i lo que de esta suma se necesitare para dar cumplimiento a la lei, se tendrá por incluido en los Presupuestos de gastos de los años respectivos en que se hiciere la erogacion del Tesoro de la Union.
