Para la interpretación y aplicación de las disposiciones contenidas en este capítulo se tendrán en cuenta los principios y normas constitucionales; los Tratados y Convenios Internacionales sobre Derechos Humanos ratificados por Colombia; las Reglas Mínimas para el Tratamiento de los Reclusos adoptadas por el Primer Congreso de las Naciones Unidas sobre Prevención del Delito y Tratamiento del Delincuente, las normas del Código Penitenciario y Carcelario, y las disposiciones que las modifiquen o sustituyan.
