El Estado, a través del presupuesto del Departamento Administrativo de la Presidencia de la República, aportará recursos que se destinarán a financiar los costos que demande el acceso de los candidatos a la Presidencia de la República a medios de comunicación escrita de carácter privado y a los medios de transporte.
