Las operaciones que celebre el Gobierno para este efecto, necesitarán para su validez de la aprobación del Consejo de Ministros.

El Gobierno tomará todas las medidas necesarias a fin de que los Municipios reintegren a la Nación las sumas que ésta pudiera desembolsar por tal motivo.
