El Banco de la República podrá descontar a los Bancos afiliados, pagarés garantizados con bonos de los empréstitos previstos en esta Ley y suscritos aquellos, a favor de tales establecimientos, sin que estas- operaciones afecten el cupo del Gobierno Nacional en esa entidad.
