Las diligencias a que diere lugar la aplicación del artículo anterior constarán por escrito, y en el acto en que resulten mercancías sin la correspondiente guía, los Inspectores de la Navegación, los Alcaldes o Corregidores, según el caso, darán cuenta del hecho al Ministerio de Hacienda, por telégrafo, si fuere posible. Comuníquese y publíquese.
