En el Presupuesto de la próxima vigencia será incluida la partida a que este proyecto se refiere, y, en caso de que así no suceda, queda autorizado el Gobierno para financiar este aporte en la forma que lo estime conveniente para hacer traslados en el Presupuesto, votar créditos o entrar en arreglos con el Instituto Nacional de Aprovechamiento de Aguas y Fomento Eléctrico sobre dicha financiación.
