Procedimiento. Para el otorgamiento del permiso de prestación del servicio mixto en las zonas de operación, se atenderá el siguiente procedimiento:

Determinación por parte de la autoridad competente de las necesidades y demanda insatisfecha de movilización.

Apertura del concurso público mediante acto administrativo debidamente motivado.

Evaluación de las propuestas.

Adjudicación de servicios.
