Los contratos y pedidos que deban hacerse para proveer de elementos al Ejército, sólo requieren la intervención del Ministerio de Guerra y del Departamento de Provisiones. Cuando este último no pueda hacer el suministro, lo hará directamente el Ministerio de Guerra, por medio de contratos o pedidos, que sólo requieren la aprobación del Presidente de la República.
