Artículo cuarto. El reparto de semilla en la zona citada, se hará únicamente por intermedio del Instituto de Fomento Algodonero o por las Oficinas de la Zona Agrícola Técnico Administrativa del Departamento de Bolívar. Sólo se podrá autorizar para la siembra en esa zona semillas desinfectadas o procedentes de los cultivos de algodón realizados en los Departamentos del Tolima y Valle en donde no se ha presentado el verdadero gusano rosado.
