º. En virtud de tales relaciones y de las modificaciones que se les introduzcan, los Ministros podrán hacer los reconocimientos de los créditos que figuran en ellas, y el del Tesoro deberá expedir las correspondientes órdenes de pago; pero la Tesorería General y las demás oficinas pagadoras sólo podrán cubrir los servicios que figuren en las relaciones de pagos.
